Frozen Catacombs

Frozen Catacombs are the point where Varden's central conceit stops being background and becomes the thing in front of you. An order was buried here, properly, with rites and rank markers and a duty roster. The cold did not destroy any of that. It preserved it. The order is dead in the sense that its members no longer breathe, and entirely undead in the sense that the roster is still being kept.
So the catacombs are not a ruin full of scattered bones. They are a garrison at reduced staffing, and the sentries you fight through are at their assigned posts, waiting for a command that the chain of command is no longer capable of issuing. Boreas is chained because something judged that necessary and the judgement outlived the judge. Nobody has been relieved. Nobody expects to be.

The final boss
Queen Isvara of the Last Winter rules the only province in Varden where nothing has changed since the collapse, because she froze it before it could. Her Herald of the Long Cold arrives first as a formality. She fights with the total lack of hurry of a monarch who has already outlasted every rival she had and is prepared to outlast you the same way.
Before you enter
The recommended level is 20. Treat it as a starting point: farm earlier tiers, upgrade gear, and adjust your pet when a boss stops you.
Difficulty inside a dungeon comes from one number that climbs with the tier, and the step between tiers is a large fraction of the gap between dungeons. So a wall at tier 7 here is not a signal to grind this dungeon harder - it usually means the opening tiers of the next dungeon are a better use of the hour, and you come back with the gear they dropped.
